Abstract

The subject of the research is the initiatives of the subjects of the Russian Federation aimed at developing approaches to the use of modern digital technologies to enhance the performance of demographic development governance. The main focus is on projects aimed at creating demographic «digital twins» and using agent-oriented modeling. The experience of the subjects of the Russian Federation is of interest not only in the context of improving mechanisms for implementing federal provisions at the regional level, but primarily for identifying promising managerial, legislative, and technological innovations that can be generalized and used on a nationwide scale. The main tasks of the research are to systematize regional digital initiatives in the field of demographic development management, assess the current status of projects in terms of their degree of implementation, and analyze the prospects and challenges of using «digital twins» and agent-oriented modeling in public management practice. General logical methods, comparative legal analysis, monitoring, diachronic analysis of project information, and a systemic approach were used. This research presents for the first time a summary of the current experience in developing demographic agent-oriented models and «digital twins» of the subjects of the Russian Federation, and provides an assessment of the state of legal regulation in this area. The conclusion is made that legal regulation of the development and use of «digital twins» and agent-oriented models in the activities of state authorities for managing demographic development is currently virtually absent. Federal and regional legislation concerning the use of these digital technologies in other areas mostly contains provisions of a projective nature, while proactive development of norms is required to define the legal status of «digital twins,» principles, and procedures for interaction among various subjects in the context of the application and development of these technologies. The analysis has shown that, despite the widespread use of the term «digital twin» in the region, such projects as of June 2026 are still in the development phase. Genuine «demographic digital twins,» which change along with physical objects in real time, are also under development. Individual elements of «digital twins» are being implemented in the management of various spheres of socio-economic life. Analyzing the pilot experience of the subjects of the Russian Federation allows for early assessment of the pros and cons of different approaches, which potentially helps to avoid risks of «Path dependence» problems in case of large-scale implementation of similar projects at the federal level.
