Drawing on strategic documents, data from VCIOM and FOM, the monitoring study «How Are You Living, Russia?» (ISPR FCTAS RAS, 55th wave), and peer-reviewed publications from 2022—2026, the authors assess the extent to which the actual state of these social institutions corresponds to the priorities declared by the state. A stable pattern is identified: strong normative and value-based support for all three institutions coexists with pronounced gaps between state priorities and the actual conditions for their implementation. In the case of the family institution, this gap is determined by the dependence of family and reproductive strategies on housing affordability and income stability. In the sphere of childhood, property-based and territorial segmentation of citizens' access to high-quality infrastructure is observed. The institution of dignified old age is characterized by the immaturity of service and long-term care systems against the background of increasing life expectancy. The article substantiates that accumulated failures and gaps are transformed from private social difficulties into risks to institutional trust and socio-political stability. The authors conclude that normative priorities must be synchronized with the resource and infrastructure conditions required for their implementation.
