Sociological observations and psychological research methods were used. The aim of the study is to identify factors in the social modernization of raising children and their parents. The scientific novelty and theoretical significance of this work lie in the development of new approaches to parenting and the identification of new factors for young parents' adaptation to the environment and the influence of educational, cultural, and creative activities on the younger generation, within the context of the Russian Federation's family and demographic policy. The article analyzes cultural education as one of the most important factors influencing the decline in the birth rate and presents a promising model of parent-child interaction in which cultural stance is paramount. It proposes paying particular attention to parenting as the main factor influencing the formation of family values. The current state of gender relations in modern society is analyzed from a psychological perspective. The problem of raising the younger generation and shaping its cultural level has reached a critical point and has begun to threaten the stability of the system. We are witnessing a demographic decline, and government birth support measures have not yet lived up to expectations. The practical significance of this work lies in the data obtained from a study of empirical research by prominent scientists and educators. The findings can be used by specialists in correctional and rehabilitation centers for children, schools, and social and educational institutions providing supplementary education to improve the effectiveness of social modernization of education in the Russian Federation. The article contains three parts: educational, psychological, and cultural aspects.
