Abstract

The development of network communications in the context of the emerging network society contributes to the expansion of opportunities for public participation in the public space, the formation of new feedback channels and the involvement of the population in the processes of discussing and resolving issues of public importance. As a result, citizen participation is gradually becoming an important element of public administration. The article discusses some specific aspects of the network interaction system between the population and local governments in the context of digital transformation using the example of the largest municipal district of Moscow, Marino. Local authorities today face the need to find new management approaches in conditions of high workload and the transition from traditional hierarchical models to online forms of public dialogue. Therefore, it is very important to study the system of interaction between local governments and the population in the digital environment, namely, the mechanisms and tools of network interaction, the features of public network participation and its effectiveness. The analysis revealed that the public services «Active Citizen» and «Our City» are characterized by a vertical communication model and a high degree of state and administrative regulation, while social networks and messengers form horizontal connections between users. Using the example of the Maryino district communities, it can be seen that informal channels perform information and communication functions, acting as a platform for public discussion and mobilization of residents, which is an important function of network public policy.
