Abstract

This article examines trends in labor migration and migration policy in the Russian Federation. It discusses emerging shifts in the focus of labor migrant recruitment toward countries outside the post-Soviet space, alongside traditional labor migration trends from Central Asia to Russia. The article assesses the demand for foreign labor in Russian regions, considering quotas for workers from visa-regime countries across key occupational groups. It analyzes the evolution of Russia’s labor migration policy at both federal and regional levels, covering the development of migration infrastructure, the signing of bilateral agreements with migrant-sending countries, the promotion of organized recruitment mechanisms, and restrictions on foreign employment in specific economic sectors.
