Abstract

The purpose of the study is to systematize the main directions of improving housing affordability for families and to analyze the effectiveness of the demographic policy measures adopted in Hungary. The methodological basis of the research is based on the concept of family well-being. Empirical data were obtained through qualitative analysis of documents published on the official portal of the Hungarian legislation, as well as through comparative statistical analysis. The results of the study. The study identifies the stages of transformation of the CSOK (Családi Otthonteremtési Kedvezmény) program from 2009 to 2024, demonstrating a transition from targeted interest rate subsidies to a comprehensive multi-level system integrating non-repayable subsidies, preferential lending, and debt write-off mechanisms differentiated by the number of children. It is revealed that the effectiveness of housing programs depends on a comprehensive consideration of regional specifics, the structure of family expenditures, and debt burden. The dynamics of the total fertility rate (TFR) confirm the effectiveness of the measures adopted: the TFR increased from a minimum of 1,23 in 2011 to 1,61 in 2021. Subsequently, a decline to 1,39 in 2024 is recorded, which may indicate the realization of postponed births and the achievement of the desired number of children. A persistent regional differentiation is observed - the highest TFR values are characteristic of rural regions, while in the capital of Hungary the fertility rate is significantly lower. Overall, the analysis of the CSOK program implemented in Hungary allows the conclusion that housing support for families acts as an effective instrument of state demographic policy, influencing reproductive behavior through satisfying the need of families for separate and comfortable housing. The prospects of the research involve using the obtained data to deepen knowledge about the impact of programs aimed at improving housing affordability for families on marriage and reproductive behavior of actors, as well as on demographic indicators of regions.
