Abstract

This article examines the potential of project management to regulate migration processes in the regions of Russia’s Far East. In these regions, persistent natural population decline is combined with high territorial differentiation in net migration and the dependence of individual regions on labor migrant flows. The empirical basis of the study is Rosstat data on the components of population change for 2024, federal and regional regulations, and the results of modern scientific research. It was found that the positive migration balance in the Far Eastern Federal District, amounting to 24 200 people, offset approximately 80 % of the natural population decline, which reached 30 300 people. At the same time, the regional structure of migration processes retained significant differences. The total population increased in four regions of the Far Eastern Federal District, while in five regions, positive net migration reduced the scale of natural population decline. The main outcome is a proposed regional project framework for managing migration risks, including a risk register, responsibility assignment, a system of indicators, and an assessment of their effectiveness. The practical significance of this work lies in the potential application of the proposed approach in implementing the Far East Demographic Policy Strategy and regional development programs.
