Abstract

The article examines gender quotas as an institutional mechanism for reducing gender inequality in the domestic political system. Based on an analysis of Russian statistics, international comparative data, foreign studies on the impact of women’s representation on public policy priorities, and materials on quota practices in various countries, it is shown that formal gender equality does not ensure actual parity in political representation and the representation of women’s interests. In Russia, a pronounced gender imbalance persists in federal government bodies: despite the predominance of women in the population structure, their share in decision‑making bodies remains significantly lower than international benchmarks. The article pays particular attention to the results of studies showing that the growth in women’s representation is linked to increased government spending on education, healthcare, and social policy, as well as to more consistent attention to family‑related issues.
