This article presents theoretical and methodological components significant for the development of Russian municipal spatial entities. The subject of this study is the specifics of participation and patterns of formation of organizational and economic relations between key structural components of the municipal level (local community, municipal business, local government) regarding the implementation of the investment process within the municipality. The purpose of this study is to systematize theoretical and methodological components that explain the characteristics and patterns of economic behavior of actors participating in investment activity at the municipal level. This goal is achieved by substantiating the specific roles of these structures in the investment activity of the municipality as part of the national economic space. The study establishes the role of each structural component of investment activity at the municipal level, its characteristics in terms of achieving a balance of tripartite interests within the territory, and the limitations inherent in municipal governance. The concept of territorial community of people, applied in modern Russian and foreign studies, and key patterns essential for improving municipal development are emphasized.
