Abstract

The article examines the role of network actors in the transformation of public policy under the conditions of digitalization and the development of the network society. Particular attention is paid to changes in the interaction between public authorities, civil society institutions and digital communities caused by the spread of Internet communications and digital participation platforms. The theoretical framework is based on the concepts of the network society, network governance and public policy, which make it possible to interpret the digital environment not only as a technological communication space but also as an institutional arena for shaping the public agenda. The article focuses on network actors as emerging participants in public policy capable of initiating public discussions, mobilizing civic engagement and influencing political and administrative decision-making. The empirical basis of the study consists of qualitative semi-structured interviews conducted with new network actors and an expert in network public policy. The study identifies the main mechanisms of interaction between network actors and the state, examines existing forms of participation in public policy implementation and reveals institutional constraints limiting the development of network governance. The findings demonstrate that contemporary Russia is developing a hybrid model of public policy combining hierarchical governance with elements of network coordination. Although digital public services and electronic participation platforms are expanding, the potential of network actors remains only partially realized due to the persistence of hierarchical administrative practices, limited institutional autonomy of civic initiatives and insufficient development of participatory mechanisms. The article concludes that further improvement of digital participation instruments, greater transparency of online platforms and broader inclusion of civil society actors are necessary for strengthening public policy in the digital era.
