The collective vision of the future performs in this case a goal-setting function and becomes more important for the management of the social system than forecasts and scenarios, allowing to influence the future development of the society. Based on the analysis of values, attitudes and orientations of respondents, it is concluded that there are certain prerequisites for a democratic, civic vector of political change, aimed at overcoming the structural relations of domination through the assimilation by citizens and authorities of modern democratic, deliberative practices of interaction, cooperation and co-governance.
