Abstract

The article discusses the functional imbalance of public sphere, within which is formed through public discourse – public interest. Often, this dysfunction manifests itself not just problematic, but by more dramatic way - through social conflict. The study shows that in this process important characteristics of the major actors of the conflict, namely, the quality of the development of civil society and the state of the state, its essential attributive features - public administration, focused on dialogue with society and considering it as the most important resource of social development, an important factor in adoption of socially important decisions. And, of course, it's about the state of the public sphere (transparency, accessibility for the variety of private, particularistic interests).
