The example of the history of the social state in Western Europe shows how, with what social and political consequences, the ratio between liberal and collectivist landmarks changed many times. The purpose of this work is to analyze the Western experience in transforming the goals and values of the social state, (re) the configuration of the social contract and social policy. Experiments developed democracies (especially undermining the social world policy of marketization of society) makes sense to take into account when solving interrelated tasks: to ensure the competitive ability of the Russian Federation by modernizing the management of the social sphere and preserve socio-political stability with a high fee for entering the global economic order.
