Crises of the first decades of the XXI century demanded intensification of transformations and in many cases revealed discrepancy of forming institutes to requirements of normal functioning of democracy. The conversion of the power of the former command and administrative elites into ownership in the strategic segments of the economy led to the formation of a new subtype of autocracy - a new pyramid of Executive power began to build around the political (populist) leader. A decisive role in its consolidation was played by the foster political family, which does not occupy any legitimate position in the political field. Under its requirements, the institutions of power are reformatted, there are forced-corruption mechanisms that control the economic sphere. Corruption becomes the system basis of society functioning, the basis of vertical patron-client relations, the principle of elite selection and rotation. The role of special services is increasing. The paralysis of democratic institutions is progressing. Populism is taking root on the political scene. The practice of manipulating the judicial process and the electoral process, controlling the media, etc., is spreading.
