Abstract

The article raises the question of the readiness of the local population to act as a full-fledged subject of regional development. A list of conditions is considered that contributes to this, namely, firstly, the availability of a willingness to participate in the development and implementation of management decisions, secondly, the ability to social self-organization in order to form a collective subject of social action, and thirdly, the focus on constructive cooperation and dialogue for further interaction with authorities. Based on the conducted sociological research, despite the demonstration of a sufficiently high level of disposition for public self-organization, the dominance of pressure and confrontation strategies in the minds of the active part of the population does not contribute to the organization of a constructive dialogue with the authorities and the development of a compromise solution.
