Abstract

Improving the performance of postgraduate programs is now becoming one of the most important issues in ensuring the economic development of the state. Russian graduate students aiming at obtaining an academic degree, as a rule, it is not possible to defend a thesis during the period of study in graduate school, and they need extra time to complete their work. The purpose of this research articles - identification and analysis of key problems faced by graduates of Russian postgraduate entsur who aspire to submit their dissertations for defense. The novelty of the proposed work is determined two circumstances. First, in contrast to other empirical studies of graduate school, attention authors focused on barriers to a degree that arise not in the learning process, but after its ending. Second, the analysis is based on a survey of graduates who have successfully overcome these barriers and defended PhD theses. The empirical base of the research - online questionnaires polls of candidates of science from among recent graduate students, as well as administrative and Leningrad workers responsible for the training and certification of graduate students. Obtained in the study quantitative data indicate that the presence or absence of a dissertation council in the organization that trains postgraduate students is one of the key factors determining the pace and the effectiveness of promoting graduate graduates to a degree. In general, the results of the study allow us to conclude that the difficulties arising at the final stage of preparing a dissertation for defense, are largely due to the imperfection of the mechanism for connecting the systems of state scientific certification and training of scientific and pedagogical personnel in graduate school, and the authors of the article discuss the possible organizational and management solutions aimed at converging these systems and increasing the effectiveness of graduate school. This article is of interest to researchers of higher education, as well as for scientific, pedagogical and administrative workers involved in the management process training and certification of personnel of the highest scientific qualifications.  Improving the performance of postgraduate programs is now becoming one of the most importantissues in ensuring the economic development of the state.
