Abstract

The aim of the study is to study the situational factors of the integration of migrants in the political and legal sphere of the host Russian society. The article uses the approach to the study of the integration of migrants, set out in the works of Dutch scientists (R. Penninx, H. Entzinger), where the political and legal sphere of integration is considered as one of the three most important areas of incorporation of migrants (along with the socio-economic, cultural and religious). Empirically, the article is based on the method of semi-formalized interviews with migrants from Azerbaijan to Russia. They were held in 2019 in Moscow and the near Moscow region, as the region receiving the most numerous flows of labor migrants. It is shown that immigrants from Azerbaijan, being one of the least documented groups of migrants in the Russian labor market, use various scenarios of bypassing existing legislative norms, both legal and not. The results obtained allow us to conclude that it is the rise in the cost of a patent (after the reform of the migration legislation in 2015) is the main reason for migrants to choose a strategy of undocumented and illegal instead of a legal position, which is difficult for them to implement for economic reasons.
