Abstract

This article presents the results of an online study of social network group formation about the implementation of national projects. By social network group formation (hereinafter referred to as SNG), we mean the activation and organization of information and communication interaction of users of online social networks in the context of discussing specific regional problems and developing constructive solutions to solve them. The empirical basis was the database of posts and comments collected from the social network Vkontakte. The data was collected from 4 most relevant national projects (Healthcare, Housing and urban environment, Safe and high-quality highways and Education) in 12 regions of the Russian Federation, selected according to their level of socio-cultural modernization. In the course of the study, it was found that in each region, in accordance with the level of socio-cultural modernization, there is its own nature of discussing and solving existing problems, organizing SNG. In all regions, there is a low level of satisfaction of the population with the implementation of projects, as well as with the solution of specific regional problems. The most pressing problems and barriers specific to each of the national projects were highlighted. It is noted that in most of communities there is either no feedback on the complaints of the population or this feedback has the form of formal replies which are not followed by real actions by the problem solving actors. The population is marked only as a recipient, but not as a problem solving actor. The information posted in official publics is most often declarative in nature. The conclusion about the low level of development of regional and municipal administration systems, as well as the weak understanding of local problems and needs by the federal center is made.
