Abstract

In this article, based on empirical research, the level of professionalism of the teams of heads of five small towns in three Russian regions is assessed. The cases differ significantly, but most of them (4 out of 5) are towns with a difficult socio-economic situation, which has noticeably deteriorated in recent years. Interviews with key figures in urban politics, business and experts allowed us to describe specific decision-making practices in teams. The assessments of both the team members themselves and the leaders of the executive branch were taken into account, as well as the opinions of persons with experience of interaction with the team and their leaders. The study showed that the practices of distribution of power in urban teams, despite all the similarities, are not universal. Authoritarian forms of interaction with the teams on the part of the municipal leaders remain dominant. The readiness of teams to work according to the “co-leadership” model remains rather low. However, it is possible that with the improvement of the socioeconomic situation and adequate selection of candidates for the post of heads of towns, the situation may change.
