Abstract

The process of technological re-equipment of all spheres of life has a transformative effect on socio-political relations. Public-network discourse displaces the traditional hierarchical principles of maintaining social order, reduces the importance of the usual methods of managing society. The development of network discourse means the expansion of social participation in making significant decisions and takes place in the global context of the formation of network politics – a new type of policy.
