Abstract

The article is devoted to an urgent topic related to the acquisition by emigrant associations of a certain importance in the public sphere of different countries. The analysis showed that public structures are beginning to act as subjects of cooperation within the framework of state policy in the fields of migration and health. It is proved that various institutions of civil society have remained in the shadow of state and commercial structures for a long time. But in recent years, Russian socially oriented non-profit organizations have acquired the status of subjects of social services, the list of which includes medical and social assistance to the population. At the same time, they have become a subject of cooperation in order to provide medical and social assistance to the population, which is provided not only to Russian citizens within the framework of compulsory medical insurance, but also to immigrants. It is proved that during the pandemic, many non-profit organizations expanded the scope of cooperation with government, business and public structures of the medical and social profile. Some non-profit organizations that were originally created as associations of immigrants and had the character of diasporas are now legitimate NGOs. Such organizational and functional changes can be interpreted: as a result of development in the field of assistance to migrants and their integration into the Russian non-profit sector; as a consequence of the transnational commitment of immigrants themselves and their interest in the development of their countries of origin; as a result of institutional integration, increasing importance among other public structures; as a consequence of the spread of COVID-19 and the aggravation of the need for medical and social assistance to fellow countrymen and their families. It is concluded that institutional changes allow NGOs to establish relations with associations of immigrants of various origins, as well as to attract additional resources for planning, financing and implementing projects that are strategically important both for the survival of the organizations themselves and for helping migrants in a pandemic.
