Abstract

The article presents some results of a study of municipal public policy (MPP) in the Yaroslavl and Kostroma regions for 2019-2021. It is shown that public policy, as a general theoretical and practical direction, arose on the wave of interest in improving the efficiency of public administration in the conditions of forming practices and technologies of co-management, representing an umbrella phenomenon, combining information-discursive, activists effort action and managerial dimensions at the same time. MPP is an activity characterized by systematic interaction of municipal authorities, local business, non-profit community, diverse public associations, citizens regarding the advocacy of public interests, production, distribution and use of public resources and benefits, taking into account expectations of the population of certain territories. On the basis of the index approach, the features of the state of the institutions and mechanisms of the MPP in two municipalities are presented according to the criteria of consistency and the indicator of the completeness of the functional of the actors and subjects of the MPP, the features of the subject section at the municipal level are briefly summarized. In general, the MPP nature in the municipalities under study differs in the properties of state paternalism, which limits the possibilities of local self-government as an institution of civil society. The new stage of the reform of local self-government clearly marked the political branching point of its integration into a single system of public power. From the point of view of the development interests of civil self-organization, grassroots public initiatives, deepening dialogue and partnership practices, which is the essence of the public policy phenomenon, the desire to make local self-government bodies the lower level of the state power through the concept of united public power is undoubtedly alarming, which may affect the quality of the public sphere and the implementation of the principles of the MPP
