A brief overview of theories of social exclusion is presented, a classification and assessment of the scale of social exclusion in Russia at the present stage is given. The reasons and forecasts, ways and means of overcoming the phenomenon under study have been clarified and analyzed. At the present stage, Russia is looking for ways to overcome social exclusion. In this aspect, modern inclusive policy towards all humiliated, disadvantaged groups of the population requires further development of both socio-political research and information and analytical foundations for improving legal norms, developing strategies and programs of social policy, determining effective social technologies to overcome the negative consequences of social exclusion. An assessment of the scale of social exclusion in Russia today has shown a very high level of prevalence of the segments of the population that are subject to it.
