Abstract

In the context of internal and external challenges facing the country, the management of regional inequalities is an urgent issue for government agencies, the population and is of scientific interest to scientists. In the process of studying regional features, a tradition has developed to highlight socio-economic and socio-cultural factors. Despite the widespread use of these two concepts, there are no works comparing them.The aim of the study is to analyze scientific sources regarding the content of socio-economic and socio-cultural components in the context of a holistic description of the regions. Of particular scientific interest is their consideration in the problematic field of sociology of management in the form of two types of elements of the regional system.Methodology. The theoretical and methodological basis for the analysis is the anthroposocietal approach. Within its framework, considerable practice has been accumulated in describing regions using a typical set of interrelated parameters. V. S. Stepin’s theory of scientific rationality is used as a methodological tool in the study of management features. Two-component models of communities that have been tested by time are investigated.The results of the study. The paper highlights the key differences between the two types of parameters studied, shows the features of their systemic relationship and reveals the specifics of management taking into account classical, non-classical and post-non-classical metaparadigms described by A. V. Tikhonov. The results obtained have theoretical and practical significance for scientists studying the development of communities taking into account socio-economic and socio-cultural factors, as well as experts in the field of state, regional and municipal management.Prospects of research. Understanding the features of the management of the societal system allows us to develop theoretical and methodological approaches for the successful activities of real actors involved in the development of regions. Further research will be aimed at determining a set of indicators to assess the functionality and dysfunctionality of the activities of authorities in relations with social groups.
