Abstract

The article is devoted to the problem of emergencies in universities. It is concluded that the most dangerous emergency in a university is a fire. Examples are given showing what serious damage a fire can cause to an unprepared university. It is substantiated that in order to successfully oppose a fire threat a university should organize competent fire risk management. The article explains the importance of developing a clear system of values (objectives) for the university fire risk management. The approach to value structuring used by the scientific direction of decision analysis is studied. A reasonable fire risk management strategy can be developed based on the approach. The method of identification of organization objectives is considered. In the context of university fire safety objectives are divided into fundamental and mean and are structured with the help of a hierarchy and a network. Differences between these two types of structures are considered. The importance of value system structuring (which can be implemented using the approach) in the context of a university fire risk management strategy development is concluded in the article. It is explained that such an approach will make it possible to measure the decision consequences in the field of fire safety in terms of university objectives achievement.
