Abstract

Тhe article deals with the problems of the formation and functioning of human capital in the Arctic regions of Russia in the conditions of instability associated with the coronavirus pandemic, sanctions pressure and the general external political situation. The methodological basis of the study was the work of Russian scientists who studied the social aspects of Arctic studies (Pilyasov A.N., Zamyatina N.Yu., Markin V.V., Pchelintseva A.O., Tatarkin A.I., etc.). Using the author’s methodology, empirical studies were conducted in three Arctic regions of the Russian Federation. The article presents some of their results and recommendations to improve the level of human capital and the quality of life of Northerners.
