Abstract

The relevance of this study is due to the need to solve one of the main tasks of modern healthcare – providing high-quality and timely medical care to the population. The solution to this problem lies, first of all, in the plane of effective organization of the personnel management process. At the same time, one of the traditional problems of modern healthcare is the quantitative and structural imbalance of medical personnel. The modern transformations that are taking place today in the processes of personnel management are primarily related to the restyling of the duties of medical workers. By restyling in this context, we will understand the transfer of part of the functionality of medical workers to non-medical (non-medical), which ultimately implies reducing the excessive burden on doctors. Goal. The purpose of this article is to study and analyze existing positive practices and solutions in the field of personnel management in medical organizations in the format of delegating functionality not related to the provision of medical care (services) to non-physicians. Materials and methods. To study the problems, the authors conducted an expert interview with managers, doctors, heads of departments and heads of departments of medical organizations in Moscow and Russian regions. Along with interviews, the method of ranked SWOT analysis was also used when working with experts. Results. The conducted survey of experts confirmed the trends of possible transformations. Experts see the main possibility of restyling the duties of non-doctors in the performance of certain functions such as: work in call centers, implementation of telemedicine technologies, work with high-tech equipment and technologies to provide timely assistance. The activities carried out within the framework of this study and the results obtained can become a prerequisite for the development of recommendations on the use of the non-physicians functionality, including by reducing the burden on medical workers. The data obtained will be of interest to scientists, researchers, HR managers and senior managers of the healthcare system who are engaged in optimizing and improving the efficiency of providing medical care to the population.
