Abstract

This article examines two problems in the political and economic life of the Russian Federation, determined by the scale of the SVO: the need for a significant and rapid increase in the output of defense products and the need for a large volume of construction and restoration work in new regions of the Russian Federation (DPR, LPR, Zaporozhye and Kherson areas). The article shows that the types of state support for the military-industrial complex (MIC) used by the Government of the Russian Federation do not provide a multiple increase in the volume of military-industrial complex products. In the Russian Federation, the structure of distribution of state defense orders must be quickly restructured, relying not only on existing military-industrial complex enterprises, but also on small and medium-sized businesses. At the same time, it is necessary to actively use small and medium-sized enterprises (SMEs) and their resources (formed teams of workers, machine parks, ready-made production sites, etc.). If we talk about the implementation of programs for the restoration of the social and industrial infrastructure destroyed in the area of the Northern Military District, then in this direction it is necessary to mobilize the resources of SMEs to carry out construction and restoration work. The article proposes, through the development of small and medium-sized businesses involved in the public-private partnership (PPP) system, and corresponding changes in the legislative framework, to create conditions for solving isolated problems. At the same time, it is necessary to significantly expand the use of PPP mechanisms in the modern economy of the Russian Federation. The necessary scientific justification and practical recommendations for the use of PPP methodology were proposed by the author of this study in his previous scientific works.
