Abstract

The emerging network society inexorably contributes to increasing the intensity of interaction between the government and civil society, and also encourages the reform of state / municipal administration in the direction of increasing openness and publicity. The introduction of modern forms of information and communication technologies, the increasing share of project-network forms of public participation contributed to an increase in the involvement of citizens in various forms of interaction with the authorities. This actualizes the identification of the specifics of public participation based on the principles of network management, changes in the nature of the state in the direction of strengthening its coordinating functions, and the study of the updated format of state/municipal management as a public-state one. Crowdsourcing and blogging are becoming new and very advanced institutions and mechanisms of public policy in the context of the emerging network society, which began to form rapidly on the basis of the democratic nature of horizontal network communication and the ability to self-organize social networks. Crowdsourcing as a new tool of network interaction between government and society has significantly expanded the scope and possibilities of public policy by intensifying communication activities through electronic technologies and transferring this process to an interactive mode. Blogging also means such a communicative activity of people who create their own content and form a certain interaction around it. A special kind of blogging is political blogging, which is most closely related to online public policy. This type of blogging expands the scope of political communication, making it more democratic, accessible and operational. The article provides a specific case of the functioning of the political blog of the mayor of Moscow D.
