Abstract

This article considers the problem of comparing the evolution and the results of housing construction in the 15 Republics of the USSR during a 45-year period, which has been largely overlooked in the Russian scholarly literature until recently. Having composed a database that rests upon the data we collected from more than 120 statistical sources at the level of the USSR and the Union Republics, we propose a method of comparing Republics by calculating 89 indicators. These indicators characterize housing completions by every Republic in urban and rural areas and by source of financing (the state, population, housing construction cooperatives and collective farms), the size of the housing stock in urban settlements and rural areas, flats and houses built, and the number of inhabitants who improved their housing conditions. Part I of this article presents general results of our calculations by Republic as well as top-3 ratings of the Russian Soviet Federative Socialist Republic according to 89 indicators computed. In turn, Part II of the article describes the results of our calculations with regard to the other 14 Union Republics.
