Abstract

This article provides an assessment of the current state of the national network of academic journals in Russia, analyzing the problems it faced in the decade preceding the imposition of sanctions and after the impositionof sanctions. While the article acknowledges achievements in thedigital transformation and the international standardization of editorial andpublishing processes, it also highlights the negative consequences of focusing solely on increasing visibility and citations in international scientometric databases – an approach that has effectively deprived the state of its agency in managing Russian academic journals. To address these issues, the article proposes (1) making the developmentof a national network of academic journals an independent part of sciencepolicy, (2) establishing an institution responsible for the development of academic journals, restoring the diversity of forms of self-organization withinthe scientific community, and (3) orienting the national network of academicjournals toward providing full information support for scientific research inthe country.
