Abstract

The article is devoted to the analysis of the major social disparity in the distribution of risks and resources to counter them. The empirical base of the research consists of the data of sociological studies conducted with methodological participation of the authors in late 2013 in one of the Russian regions, which was in a situation imposed by the environment of real risk. The risk is seen as an essential element of the environment affecting the quality of life and requires adaptation. We study the correlation of factors-resources and adaptation strategies to impose real risk. The analysis of sociological data reveals that the potential resources available to certain categories of the population are different and the differences define adaptation strategies imposed by the environment at risk. It is argued that the community in a situation of imposing risk and disparity of resources for adaptation, minimizing these inequalities and the development of adaptive capacity of actors can be achieved under condition of growth of trust to the state, authorities and other decision-makers concerning risk, increase subjective feelings of security and satisfaction with living conditions. It is demonstrated that the zone of acceptability, that is, the security status of such a social subject as a territorial community could only be built through the interaction of producers and consumers risk.
