It significantly narrow and deform social functions of the labor market and socio-labor sphere; accumulated human capital remain unused. The author proves the need in the active state regulation, looking for adequate social mechanisms and regulating instruments for contemporary processes in the socio-labor sphere and employment strategies of the population. The main source of empirical data used in this article are the results of the sociological research conducted in the Republic of Bashkortostan in 2012 and 2015.
