Abstract

Purpose. Assessment of awareness and readiness of managers and specialists of the social protection system to undergo voluntary certification for confirming compliance with the qualification provisions of the professional standard. Methods. A comparative analysis of the results of studies 2015 – 2016 about the proposed introduction of the independent assessment of qualification in the institutions of the system of social protection of the population, analyzed evaluation survey participants, depending on position; the identified groups of respondents are most/least ready for implementation of professional standards. Scientific novelty. Analyzed the dynamics of employers and workers of system of social protection for 1 year before and immediately before the introduction of independent assessment of qualification in accordance with professional standards. Shows the complex of organizational and personnel activities already carried out in the institutions for the implementation of professional standards in their activities. Identifies common problems of the social protection system in general and risk groups with the introduction of the independent assessment of qualification in accordance with professional standards. Results. Comparing the results of 2 the same survey concludes that the introduction of competency for compliance with professional standards will improve professional competence and make feel more confident as leaders, and specialists of social protection of the population. The majority of respondents not only be informed, but also ready to assess the qualifications of the provisions of the professional standard, understand what it is needed for and see the potential of these innovations to improve their knowledge, career development, improving competitiveness. Practical significance. The results of the study were used to develop training programs and assessments, strategic planning of social development of Moscow and the adjustment of personnel policy, in practical activities of social protection institutions of the capital of Russia and in the teaching of social Sciences.
