Abstract

In Article on the basis of quantitative and qualitative research discusses the problems of Interaction between regional and local Authorities and civil Organizations in solving problematic Situations related to the Promotion and Protection of public Interests on the Preservation of the ecological Niches of the lake of Harovoye in the city of Kazan. Analyzes the Characteristics and the institutional Framework for the Resolution of  the Problems associated with the alignment of symmetrical social Communication Relations aimed at search of Balance of Interests.
