Abstract

The article focuses on the study of socio-cultural aspect of the social participation implementation mechanism. The assumption of socio-cultural and socio-economic factors' influence on the nature and the interaction level between population and power is made. It is proposed three criteria for diagnostics of social participation potential: the level of a feedback channels development between the population and the authorities; the public evaluation of work efficiency of both the authorities and citizens according to the common decision of the socially important problems; the potential of public participation. It is noticed the low level of population satisfaction with the use of feedback channels in communicating with the authorities and the continued alienation of a power vertical from people real life.
