Abstract

Human capital debates have been recently enhanced in contemporary Russia. Politicians and journalists have preached that the Russian society needs investment in human capital to face the challenges of post-transition. However, these preachers sometimes have a confusing understanding of what human capital is, what age is the best to invest in it, and what are the specifics of the contemporary Russia? All these and other bullets are targeted in the this paper.
