Abstract

The article substantiates and actualizes the position that the qualitative characteristic of the social development of the region is the development and reproduction of its human potential. Qualitative changes and transformations in the socio-economic, demographic and socio-cultural development of the region can be adequately and fully recorded, described and predicted using sociological approaches, methods and tools. A comprehensive analysis of objective and subjective indicators of social development of the region carried out with the use of sociological approaches allows calculating and interpreting a subjective (sociological) index of human development (SHDI). On the basis of the results of regional sociological studies (Human Development in the Republic of Bashkortostan (2007/2008, 2018);  Strategy of Socio-Economic Development of the Republic of Bashkortostan until 2030 (2015), as well as the data of Сomprehensive Мonitoring of Living Conditions of the Population (Rosstat, 2016) and The Russia Longitudinal Monitoring Survey (HSE, 2016) a method of calculation of regional SHDI is offered. Sociological filling of the classical HDI with a subjective index of human development allows to significantly expand the tools of research and, at the same time, to solve the problems of developing new sociological indicators that complement and develop the prospects for the study, analysis and diagnosis of human potential in the region.
