Abstract

The formation of an effective migration policy, being a priority of the state, has socio-political grounds and pronounced public manifestations. State migration policy in the Russian Federation has undergone significant transformations over the past decades. At the same time, external immigration to Russia also underwent significant changes, turning into a mass, dynamic and to some extent organized and regulated by the state process. The importance of migration in the political, socio-economic and socio-cultural development of regions has increased. Migration challenges were also actualized. They are problems of the correspondence of labor migration to the needs of the regional market, as well as the integration of immigrants into the local community. Solving these problems is directly related to the knowledge of the modern transnational migration flows characteristics, including the circular nature of migration, integration/disintegration strategies into society, motives and social characteristics of migrants.
