Abstract

In terms of (re) forming a corps of regional elites, 2018 turns out to be quite significant. A number of governors resigned (continuing the chain of events in 2017). Then elections of heads of 26 subjects of the Russian Federation were held. Including 22 — direct elections and four — by voting the bodies of representative power of the regions. Of the 22 direct elections that took place, four required second rounds. In Primorsky Krai, the election results are invalid. In two regions of the Russian Federation, the question of the head of the region will be decided on a single voting day in 2019. Among 26 heads of constituent entities of the Russian Federation, only four of the former corps retained their power positions — these are the governors of Moscow, the Moscow Region, the Chukotka Autonomous Region and the head of Ingushentiya. Among the new characters who have reached the posts of heads of regions, there are «career» managers, people from law enforcement agencies, deputies. Their biographies and career paths are different. Leaving behind the circumstances of coming to power (the “true” motives and “plans” of political parties, the presidential administration and other political actors and decision-makers unknown to the public), the tendency to rejuvenate the gubernatorial corps is becoming clearer
