Abstract

The article traces the process of awareness of environmental issues at the level of subjects of world politics and its refraction in actual practice. The authors come to the conclusion that the aggravation of environmental problems stimulates the adoption of international documents, but when the implementation of the measures prescribed in them comes into conflict with the interests of business and the population of specific countries, governments have to look for compromises. The choice of options depends on the economic price of the issue, the political and economic “weight” of the lobby, the formation of a civil society, the everyday consciousness of different groups of the population.
