Abstract

The World experience shows that the development of innovation and national innovation system require diversification of the vertical of management in the direction of expanding the principles of competition, pluralism, openness, dialogue, i.e. those principles on which civil society bases its activities. The ability of the authorities, business and civil initiatives for partnership and consolidation in the name of implementation and promote innovation – one of the most important criteria of post-industrial civilization, the most important resource of overcoming of technological backwardness. The development of the network society predetermines changes in the system of public administration in the direction of formation and constant updating of the institutional infrastructure of production and dissemination of new knowledge, as well as ensuring cognitive agreement on the goals, objectives and methods of innovation policy. These principles and methods are increasingly based not on administrative orders, hierarchy, direct imposition of the will of the subject of management on its object, but on the deepening of practices and technologies of intersectoral social partnership.
