Abstract

The article presents the methodology and methodology of the study of the state of institutions and mechanisms of municipal public policy in the Yaroslavl region on the basis of the index approach. The method of calculation of the integral index of municipal public policy is given. From these positions the institutional design of two municipalities - Yaroslavl and Rostov the Great-is considered, its features from the point of view of solvency/insolvency of institutions are analyzed. For the first time, the criterion of completeness of the subject functional of actors and subjects of municipal public policy is introduced, which allows to assess the quality of realization of the public potential of all parties of public interaction in the field of public policy at the city level. It is shown that Yaroslavl has formed a centered type of municipal public policy, which indicates the preservation of positive trends associated with the traditions of respectful dialogue between the authorities and active actors of the public field. In Rostov the Great there was a discontinuous type of public policy that testifies to some dysfunctions in the field of public interaction of the municipal power, non-profit community and small business. In General, there is a tendency to weaken intersectoral partnership at the city level, reducing the quality of dialogue with representatives of the local community, which requires a serious correction of the quality of municipal public policy in the interests of sustainable development of the territory.
