Abstract

The article analyzes the post-government career of members of the Russian government. The empirical basis of the study is a database including biographical questionnaires of 221 members of the post-Soviet (acting since November 1991) governments of Russia, which, as of August 2017, had at least once dropped out of the highest body of executive power. The main institutional channels were identified within which a post-government career takes place. The most important place of work for members of the government immediately after leaving office are administrative structures. Most of the former government officials worked in commercial organizations, but the transitions to business are mostly indirect. Representative bodies (primarily the State Duma), as well as educational and scientific institutions, serve as a less significant channel for a post-government career. In general, the majority of members of the government after resignation at one time or another occupied such positions that allow them to be attributed to elites of different levels (federal, regional, etc.) and functional specialization (administrative, economic, political, etc.), which indicates certain stability of elite membership. The features of the post-government career are discussed in the article in connection with the characteristics of the economic and political structure of Russia (“crony capitalism”, the weakness of parliament etc.).
