Abstract

The monograph discusses relevant theoretical and applied aspects of institutional and regulatory support for the socio-cultural modernization of regions, including the specification of higher education as a resource and conditions for modernization, the periodization and content of the practice of reforming higher education management, and the evolution of the forecasting function in public administration of higher education. The analysis of resource support for the policy of socio-cultural modernization of regions by a group of people with higher education through an explication of the problem of the “assembly” of future intelligentsia as a potential of sociocultural modernization, the role of the institution of higher education in solving modernization problems, an empirical study of support by a highly qualified population for a regional modernization policy in four regions: the Moscow Region, Republic of Bashkortostan, Belgorod region and the Republic of Kalmykia. Proposals were developed for processing the data array of respondents with higher education, sociocultural portraits and information cards of the regions were supplemented.
