Abstract

The article analyzes the actual problems of Russian science and social practice under the emergence of new critical situations (hereafter the CS). Drawing on the analysis of relevant literature on the CS, their character and dynamics as well as on my own 50 year experience of the studies of the risks and disasters, I came to the following conclusions. First, keeping in mind the novelty and global character of the COVId-19 pandemics as well as that it’s going on under entirely new social-economic conditions, we, the scientists should develop a theoretical-methodological approach to the study of the above pandemics as a kind of a highly uncertain phenomenon. Second, the further the more the studies of the biological threats are lag behind of the technological and military developments. Third, under current conditions two strategies are possible, either to concentrate our efforts on the coping with this CS, or to concentrate on to transform our approach to it. Four, the CS is qualitatively different from any economic or social crisis. Five, an existed market economy is incapable to cope with the CS under consideration. Six, therefore the systemic and interdisciplinary approaches are necessary. Seven, the current CS is a combination of various CSs. Eight, the rehabilitation period after the CS is a specific CS as well. Nine, the tempo-rhythms of the CS is one of its key features. Ten, the triad model as the ‘science—education—practice’ is the most efficient mode of social activity in majority of the CS.
