Abstract

The article turns to the analysis of the recent reforms occurred in the national sphere of science and observes the crucial role of human capital for its development. The problems that national sphere of science currently faces including the harmful influence of the brain drain, the demographic decline as well as the professional degradation are within the focus for author's arguments. Author gives an assessment to the reforms initiated recently on a national level during 2004-2007, emphasizing the shortcomings of reforms as well as possible negative consequences to the national sphere of science in short term and long term perspective.
