Abstract

Business in Russia has reached a qualitatively new level where its interests need to be represented in politics. Political engagement among top-ranking businessmen is considered quite natural and well-grounded both theoretically and practically. The local entrepreneurs who made a bid for seats in the City Assembly represent businesses of different sizes and a wide range of political views and positions. Rigid, inflexible financial and tax policies also run counter to the goal of business development. The state has taken on itself the responsibility of confiscating the monies of the rich in society, but not the responsibility to improve policies as such. The programmes adopted by the government make it clear that gas and oil as well as agricultural industries are the priority targets for state investment. The course of action adopted by the government organs connives at the speculative practices in the financial market, provokes a further decrease in industrial investments, and drains resources from material production.
