Abstract

The report describes the results of sociological research devoted to the peculiarities of municipal public policy (hereinafter MPP) as a factor of forming of balance of interests of all three sectors of the local community (business, NGO sector, municipal authorities) in the decision socially-significant problems of sustainable development 4 municipalities (hereinafter MO) two regions of the Central Federal district - Kostroma and Yaroslavl regions. At the same time, the solvency of public institutions and mechanisms of mutually responsible partnership of municipal authorities, non-profit communities (represented by NGOs), and small and medium-sized businesses at the local level were evaluated. Based on the original subregional index MPP –SIPP was held typology of municipal public policies, as well as peculiarities of the status of dialogue between all key stakeholders public interaction at the local level, the measured viability of the institutions and instruments of municipal public policies, based on the array of collected assessments of the respondents from all three target groups on a specially designed questionnaire. In General, according to the study, the model of state paternalism is still being reproduced in all 4 municipalities, when socially significant decisions are made in the consultation model, with active control of state administrative structures. The study provides recommendations for improving the institutional profile of the MPP, as well as improving the quality of the dialogue between all sides of the local community and municipal authorities.
