Abstract

In healthcare, as an industry with a high share of specialists, but with average industry wages below the average for the economy, measures are regularly taken to increase it. The article analyzes how these measures influenced the reproduction and stimulating functions of labor remuneration by the example of specialists (doctors and nurses directly involved in the treatment process) employed in the Moscow city healthcare system. It was revealed that most of them are satisfied with the amount of earnings and consider it fair (here - corresponding to the labor contribution). However, a considerable number of specialists (at least a quarter of doctors and a third of nurses) gave opposite estimates. Both of these estimates are largely the same. Based on their difference, two groups of specialists (both doctors and nurses) are distinguished, which differ significantly in living standards and in the effectiveness of labor incentives formed in medical organizations. Coincident estimates were also established, on the basis of which some areas for improving the system of sectoral remuneration were identified. First of all, this is the need to increase basic salaries, without which it is unlikely that it will be possible to bring wages in the industry to a level above the average for the economy and increase the effectiveness of stimulating payments. It is also important to improve the methodological support of these payments at the sectoral and / or regional level, as intra-company instructions for their determination cause serious complaints, and their appointment suffers from subjectivity on the part of local leadership. The mechanism for assigning a qualification category should also be improved, which will increase the base salaries of specialists who are not satisfied either by the size or fairness of earnings.
